Iacometti: l'Europa continua a ignorare la crisi dell'auto

Le regole della “comitatologia”, perché in Europa esistono pure quelle, consentiranno a Bruxelles di andare avanti sui dazi alle auto cinesi. Ma il voto di ieri ha dimostrato che il Vecchio continente ancora non ha capito che tipo di bufera si sta per abbattere sull'automotive. E la cosa bizzarra è che in testa al gruppo dei lenti di comprendonio ci sono proprio i tedeschi, che evidentemente sono più preoccupati di non poter più vendere le auto in Cina piuttosto che di dover chiudere gli stabilimenti della Volkswagen per non riuscire più a venderle nel proprio Paese. Riavvolgiamo il nastro. Dopo l'avvio sperimentale della tassazione maggiorata per i veicoli importati dal Dragone serviva un voto degli Stati per mandare avanti la pratica. Ebbene, dieci, tra cui Italia e Francia, hanno votato a favore della proposta della Commissione, ma si sono schierati a favore anche Paesi tradizionalmente campioni del libero commercio, come Paesi Bassi, Danimarca e Irlanda; cinque Paesi, tra cui Germania e Ungheria, hanno votato contro. La maggioranza, 12, si è astenuta: tra questi, la Spagna. Insomma, come ha recentemente sottolineato Mario Draghi, di fronte ad una delle sfide che si preannunciano epocali per l'economia del Continente, l'Europa è andata in frantumi. A salvare capra e cavoli, facendoci scivolare nell'inquietante mondo di Kafka, sono intervenute le regole della comitatologia, secondo cui per bloccare una proposta della Commissione occorre una maggioranza qualificata contraria. E siccome i Paesi non hanno approvato, ma neanche bocciato, Bruxelles può proseguire sulla sua strada. Una fortuna in questo caso, anche se il meccanismo potrebbe trasformarsi in una tagliola quando la neo-bis presidente Ursula von der Leyen deciderà di fare di testa sua su questioni che potrebbero danneggiare il nostro Paese, a partire dalla revisione del Green deal. Stadi fatto che il voto di ieri nel comitato Fdi (Trade Defence Instruments) ha dato all'esecutivo Ue il potere di procedere con l'imposizione di dazi nei confronti dei principali produttori cinesi di auto elettriche, e pure di una casa Usa che produce anche in Cina, che vogliano esportarle nell'Ue, modulati a seconda dei sussidi pubblici ricevuti da ciascuna azienda. La Commissione procederà entro il 30 ottobre, a meno che i produttori cinesi non vengano a patti e non offrano rimedi tali da rimediare al danno arrecato ai costruttori europei da quei sussidi. «Qualsiasi soluzione, incluso un impegno sui prezzi» ai quali le auto verranno vendute, spiega un alto funzionario, «dovrebbe essere pienamente compatibile con le regole della Wto, adeguata ad affrontare le sovvenzioni dannose accertate dall'indagine della Commissione, monitorabile e applicabile». Nel dettaglio, i dazi che scatteranno se non verrà trovato un accordo con Pechino sono stati calcolati sulla base dei sussidi pubblici ricevuti da ciascun produttore, in modo da neutralizzarne l'effetto distorsivo sulla concorrenza: per Byd il 17%; per Geely il 18,8%; per Saic il 35,3%; per Tesla, casa Usa che però produce anche in Cina, il 7,8%; per le altre aziende che hanno collaborato con l'indagine della Commissione, il 20,7%; per tutte le altre società che non hanno cooperato, il 35,3%. Tutte queste percentuali sono aggiuntive rispetto ai dazi già previsti del 10%. Immediate le proteste. Non tanto quelle della Germania del claudicante cancelliere Olaf Scholz, che con il ministro delle Finanze Christian Lindner ha evocato il rischio di una «guerra commerciale», quanto quelle di Pechino. Il ministero del Commercio cinese ha diffuso una nota, in mandarino, in cui alterna il bastone alla carota, invitando l'Ue a risolvere le dispute commerciali tramite «consultazioni» e promettendo nel contempo di usare «tutte le misure» a sua disposizione per «salvaguardare fermamente gli interessi delle imprese cinesi». La posizione dell'Italia, che ha votato a favore della proposta della Commissione, è esposta dal ministro degli Esteri, Antonio Tajani: l'Italia ha votato sì «non perché vogliamo fare una guerra commerciale con la Cina, ma perché ci devono essere delle regole che devono essere rispettate». Da Bruxelles, comunque, arrivano messaggi tutt'altro che bellicosi. L'esecutivo, ha spiegato l'alto funzionario Ue, non vuole imporre tariffe doganali «per il gusto di farlo, ma per rimuovere l'effetto delle sovvenzioni dannose». E il motivo per cui la Commissione «continua a negoziare con le controparti cinesi è proprio perché si vuole trovare una soluzione». In realtà, la soluzione è a portata di mano. E ormai la conoscono tutti. Invece di negoziare con la Cina basterebbe rinegoziare i termini dello stop a benzina e diesel. Poi saranno i consumatori a decidere se acquistare i prodotti del Dragone a basso costo, realizzati in violazione di tutte le regole Ue ambientali e lavorative, o comprarsi una vettura a basse emissioni prodotta in Occidente, rispettando tutte le minuziose normative sulla sostenibilità sociale ed ecologica.
