Sechi: il segretario Nato non decide al nostro posto

Jens Stoltenberg è un segretario generale della Nato a fine mandato, è un alto ufficiale diplomatico nominato dai governi, non è il «Commander in Chief», non spetta a lui inviare truppe sul fronte, fare piani di battaglia, il suo è un delicato ruolo politico in cui la prudenza è necessaria, l'equilibrio indispensabile, la condivisione un principio inderogabile. Come ha detto il ministro della Difesa, Guido Crosetto, «non esiste un segretario Nato o una nazione che decide la linea per tutte le altre». Stoltenberg si è ritrovato con una guerra nel cuore dell'Europa, il suo compito non è facile e non può esser svolto con faciloneria, soprattutto verbale, perché non si combatte solo con i fucili, ma prima di tutto con le parole. Intervistato dall'Economist, Stoltenberg ha detto che «è giunto il momento che gli alleati valutino se revocare alcune delle restrizioni imposte sull'uso delle armi che hanno dato all'Ucraina. Soprattutto ora che molti dei combattimenti sono in corso a Kharkiv, vicino al confine, negare all'Ucraina la possibilità di usare queste armi contro obiettivi militari legittimi in territorio russo rende molto difficile la sua difesa». Si tratta di un'estensione territoriale del conflitto? Non proprio, perché gli ucraini da tempo colpiscono sul territorio russo, il tema qui è l'uso delle armi della Nato (missili e artiglieria a lunga gittata) che, naturalmente, se fosse autorizzato aprirebbe ufficialmente un altro capitolo della guerra. Stoltenberg parla nel momento in cui Mosca sta avanzando nella regione di Karkhiv, dopo il fallimento della controffensiva che Kiev aveva annunciato come una svolta. Il suo intervento manca di tempismo, perché arriva tardi (è l'ammissione di una serie di gravi errori di strategia militare) e produce una pericolosa turbolenza politica mentre i partiti sono nel rush finale della campagna elettorale per il voto europeo. Il segretario generale della Nato è stato invitato alla «prudenza» dal premier Giorgia Meloni, Matteo Salvini lo ha criticato aspramente (e la Lega ha annunciato un ordine del giorno o un'interrogazione parlamentare sul caso), Antonio Tajani ha detto che le armi inviate vanno usate entro «i confini ucraini». Con toni diversi, la maggioranza che governa l'Italia ha detto di non volere fughe in avanti. Il dibattito è influenzato dal voto, ma non per questo è campato in aria, tutt'altro, prima o poi si riproporrà di fronte agli eventi in corso, Putin non ha alcuna intenzione di fermare la sua guerra di logoramento, il suo primo obiettivo in questo momento è quello di fiaccare l'opinione pubblica occidentale, quella europea (che vota tra pochi giorni) e quella americana (che vota in novembre). Stoltenberg ha detto la sua dopo Emmanuel Macron che aveva ipotizzato l'invio di truppe in Ucraina. Nessuno ha seguito il presidente francese in trincea, ma tutti sanno che un collasso della resistenza ucraina è un rischio concreto. Che fare? Nella Nato le carte le danno gli americani, ma dire che la Casa Bianca vuole l'escalation è sbagliato, in realtà uno dei problemi del conflitto è proprio la tattica di battaglia che Joe Biden ha ordinato al Pentagono: invio di un nucleo selezionato di armi, limiti al loro uso, non colpire dentro i confini di Mosca (cosa che accade con altri mezzi), niente supporto di cacciabombardieri (si tratta di un “buco” enorme nella difesa di Kiev). Questa guerra americana con “il freno a mano” ha evitato un allargamento del conflitto, ma nel lungo periodo (si combatte da 822 giorni) ha finito per logorare l'esercito ucraino di fronte all'enorme vantaggio dei russi sul piano della fornitura di materiale bellico e della capacità di sostituire i soldati sul fronte. Stoltenberg parlava ai russi? Può darsi, ma così facendo, per avvisare Putin (che sa benissimo quali sono i rischi che corre) ha detto cose che spargono inquietudine tra gli elettori europei, non proprio una scelta brillante. Tutti vogliamo la pace, ma nessuno sa ancora come costruirla perché la Russia attacca, sente lo smarrimento dell'opinione pubblica, il momento propizio per affondare altri colpi. Questa è una guerra dove si consumano tre elementi: armi, soldati e soprattutto quella forza che, come insegna la storia che ogni buon comandante sul campo di battaglia conosce, porta alla conquista della pace, la volontà di combattere.
