Antonio Castro: Italia sulle barricate, "impatti negativi sulle coltivazioni. I costi cresceranno"

A legislatura europea ormai quasi scaduta i ministri europei riescono a litigare anche in extremis. La sintesi plateale del disaccordo continentale balza fuori dalla decisione dell'Austria di presenterà ricorso per l'annullamento davanti alla Corte di Giustizia dell'Unione Europea della Legge sul ripristino della natura, adottata giusto ieri dal Consiglio Ambiente dell'Ue con un solo voto di differenza. Il sì favorevole fondamentale è arrivato dall'Austria. O meglio dalla ministra Leonore Gewessler (Verdi), che si è pronunciata contro la volontà del cancelliere conservatore, Karl Nehammer. La cancelleria federale, nelle mani del Partito popolare (Ovp), partner di maggioranza della coalizione al potere, sostiene che il voto di Gewessler violi la Costituzione perché non rappresenta la volontà generale dei governi regionali e dei ministeri austriaci interessati. In Europa le tensioni innescate dall'atteggiamento austriaco fermentano. Non meglio identificati “fonti Ue” fanno trapelare che il voto espresso dalla ministra austriaca, Gewessler, a favore della legge sul ripristino della natura «è valido e vincolante» nonostante il governo austriaco abbia deciso di sconfessare la linea della sua ministra. Posizione tutta da accertare visto che la Corte di Giustizia potrebbe (e ha facoltà) di mettere il becco nella questione. Quello che è certo è che la decisione ha suscitato più di qualche maldipancia. Anche in Italia i malumori sono evidenti. «L'ultimo colpo di coda di questa legislatura ideologica», sintetizza in una nota il viceministro all'Ambiente e Sicurezza energetica, Vannia Gava, che ieri ha preso parte al Consiglio ambiente Ue in Lussemburgo, «è l'approvazione del Regolamento sul Ripristino della natura. Il voto favorevole dell'Austria, che arriva spaccata al suo interno, fa raggiungere la maggioranza in Consiglio Ambiente. L'Italia sostiene l'obiettivo di tutelare e riparare gli ecosistemi e ha lavorato a proposte migliorative per garantire il giusto equilibrio tra sostenibilità ambientale ed economica». E fin qui tutto d'accordo, o quasi. Il problema è che «il Regolamento, così com'è, impatta negativamente sul settore agricolo dell'Unione, accrescendone gli oneri economici e amministrativi. Non possiamo ignorarlo e non possiamo votare a favore. Occorre più tempo», taglia corto l'esponente della Lega. Sulla stessa lunghezza d'onda anche Confagricoltura, uno delle principali associazioni degli agricoltori italiani: «La proposta di regolamento europeo approvata dal Consiglio Ambiente della Ue sul “Nature Restoration Law” suscita preoccupazione perché compromette di fatto il potenziale produttivo del settore primario», attacca una nota della confederazione, la quale aveva «più volte segnalato che molte delle richieste e degli oneri previsti dalla proposta trovavano già attuazione in altre norme e che questa legge avrebbe solo aumentato le incombenze per gli agricoltori, compromettendo ancora una volta la produttività, quindi la sicurezza degli approvvigionamenti e prezzi equi per i consumatori». Insomma, nonostante «i miglioramenti al testo rispetto alla prima stesura, in linea con quanto auspicato dalla Confederazione», il testo passato ieri per un soffio «rimane insoddisfacente poiché non tutela la superficie agricola e non prevedere fondi adeguati a raggiungere gli obiettivi fissati». La lettura politica del vicepresidente del Senato, Gian Marco Centinaio raccolta dall'agenzia specializzata agricolae.eu, è molto più severa: «Mentre i cittadini dicono basta all'ambientalismo ideologico», sintetizza Centinaio che conosce bene la materia visto che è stato anche sottosegretario nel precedente esecutivo proprio al ministero delle politiche agricole alimentari e forestali, «il Consiglio europeo va avanti con il Green Deal, grazie alla complicità di una ministra austriaca dei Verdi, che si fa beffe del suo stesso governo guidato da un esponente del Partito Popolare». Centinaio, oggi responsabile del dipartimento Agricoltura e Turismo della Lega, approvala linea tenuta dal governo italiano che ha «fatto bene a confermare il proprio voto contrario, insieme ad altri importanti Paesi attenti alla tutela dell'autonomia alimentare». Ma nonostante le correzioni introdotte nei mesi scorsi in questo pacchetto di norme «continua a prevalere la volontà di colpire gli agricoltori con l'intenzione di proteggere il territorio, in una contrapposizione sbagliata e controproducente». Morale della favola della legislatura europea che si affaccia e poi ai singoli Stati toccherà metterci mano per «i rispettivi piani nazionali». Con l'intento di «assicurare la massima flessibilità per aiutare l'ambiente senza penalizzare agricoltura, pesca e silvicoltura italiane». Lo definisce un «compromesso al ribasso la Coldiretti», che va corretto ulteriormente visto che «restano alcune criticità» che portano in dote il «mantenimento di una impostazione ideologica». Per la Cia la legge di ripristino «danneggia gli ecosistemi agricoli». E quindi serve un Piano nazionale «di buon senso» nella definizione delle misure attuative. Per Copagri i «rigidi vincoli» rischiano di «assestare un duro colpo alla produzione agricola italiana ed europea».
