Capezzone: la cura non è dare potere e soldi a Bruxelles

Senza polemica gratuita e senza asprezze immotivate, e semmai con il rispetto che una personalità come Mario Draghi certamente merita, ci sono quattro questioni di fondo che non convincono affatto nel suo report. Primo: manca il popolo. Qui c'è un “demiurgo” che parla alle “élites”, senza che il processo da loro auspicato sembri prevedere un coinvolgimento democratico degli elettori. E così inevitabilmente si dà l'idea di voler “commissariare” i governi e i parlamenti nazionali spostando il cuore delle decisioni verso istituzioni non oggetto dello scrutinio popolare diretto (altro che accountability), alimentando in quote non piccole di opinione pubblica la convinzione di una deriva a-democratica, in cui le vere decisioni sono destinate a esser prese sopra le teste dei cittadini e perfino sopra quelle dei loro rappresentanti. Spiace dover ricordare nozioni elementari, come l'etimo della parola “democrazia”, ma non è mai una buona idea separare l'esercizio del “kratos” da quella che dovrebbe essere sempre la sua fonte, e cioè il “demos”. Quando in Italia lo si è fatto, dal 2011 in poi, con governi certamente legittimi – in quanto destinatari secondo Costituzione della fiducia parlamentare – ma politicamente scollegati dalla volontà espressa dagli elettori nelle urne, si è compiuta un'operazione che, nel medio periodo, ha ulteriormente tolto credibilità alla politica senza peraltro alimentare fiducia nelle istituzioni, viste da segmenti crescenti di opinione pubblica come entità lontane, autoreferenziali, insensibili alla volontà popolare. Pensare di traslare questo metodo dal livello nazionale a quello comunitario non pare affatto una buona idea. O meglio: inevitabilmente, una deriva di questo tipo accentuerà – anziché smorzare – la diffidenza di molti europei verso le istituzioni Ue. Secondo: siamo in pieno (e deteriore) keynesismo, con l'eterna tentazione dirigista che si riaffaccia prepotentemente. Hayek avrebbe definito questo modo di procedere un caso di “fatal conceit”, di diabolica presunzione costruttivista: la fatale pretesa dirigista di “modellare” la realtà, di imporre soluzioni dall'alto. In un mondo che cambia in modo incessante, solo dei pianificatori incalliti possono pensare di programmare interventi (peraltro dal “centro”, cioè da Bruxelles) su 27 paesi diversissimi tra loro, e – per giunta – spalmati su tempi assai dilatati. E invece questo è ciò che incredibilmente continua ad accadere. PRESUNZIONE FATALE Tra persone più prudenti, e soprattutto consapevoli della mutevolezza e dell'incertezza in cui siamo immersi, si farebbe l'inverso: ci si preoccuperebbe (sia a livello europeo che a livello nazionale) di creare un ambiente entrepreneur-friendly, cioè a bassa pressione fiscale e regolatoria, e a elevato tasso di favor normativo e tributario per le imprese, e poi si lascerebbe il resto agli attori del mercato. E invece no: qui la presunzione fatale porta i pianificatori a ritenersi così illuminati da poter prevedere tutto dal centro e per un tempo amplissimo, decidendo investimenti, allocazione delle risorse, piani da privilegiare, settori da trascurare. Sarebbe saggio esattamente il contrario, visto che nemmeno il più lungimirante dei politici (europei o nazionali) può davvero sapere in dettaglio cosa accadrà tra 7-8-10 anni. Terzo: starei per dire “occhio al portafogli e ai risparmi”. Draghi parla di 800 miliardi di investimenti che sarebbero necessari. E sia lui che Enrico Letta, nel suo report parallelo, evocano un “incanalamento” dei risparmi. Ed è esattamente questo che deve inquietare: trasmettere la sensazione di avere in serbo progetti di incanalamento della ricchezza privata su megapiani di matrice pubblica è – questa sì – un'operazione pericolosa. SUPER-STATO EUROPEO Quarto: ritorna il super-Stato europeo. Draghi si conferma un sostenitore della massima integrazione possibile, a favore – come abbiamo visto – di un potere decisionale di spesa e di allocazione di risorse fortemente centrato presso le istituzioni comunitarie (a cui non potrebbe che fare da pendant, in prospettiva, un altrettanto forte potere fiscale, nella logica di una armonizzazione molto spinta), salvo però evocare la necessità di raccogliere ulteriori risorse in altro modo. Il che – di tutta evidenza – porta o al coinvolgimento anche di risorse e ricchezza privata in nuovi mega-piani (cosa che non rassicura), o a un ulteriore indebitamento (tramite Eurobond o in altra forma), cosa che, oltre a incontrare le note resistenze di mezza Europa, condurrebbe inevitabilmente a un'accelerazione nella logica di un nation-building europeo, ovvero – eufemismi a parte – a un pericoloso avvicinamento al super-Stato. E infatti il report si conclude chiedendo più integrazione europea e un più sistematico uso del voto a maggioranza: ovvero l'anticamera dell'assegnazione a Bruxelles di poteri sempre più vasti e sempre meno controllabili dagli elettori-contribuenti. È questa accelerazione costruttivista e fortemente integrazionista (peraltro scollegata dal consenso popolare) che deve suscitare inquietudine negli spiriti più liberali. Come antidoto, suggerisco di rileggere un discorso (assai poco noto in Italia): quello che Margaret Thatcher tenne a Bruges il 20 settembre del 1988, indicando tutt'altra idea di Europa. Tornerò sul tema – in varie forme e più ampiamente – entro pochi giorni.
