Fausto Carioti: tra Meloni e Orban separazione consensuale

Una separazione consensuale può essere conveniente per ambedue le parti e non pregiudica nulla per il futuro, ed è questa l'aria che tira tra Giorgia Meloni e il primo ministro ungherese Viktor Orbán. Il rapporto tra i due è solido, come confermeranno le dichiarazioni congiunte sulla necessità di far cambiare direzione alla Ue (in materia di immigrazione, Green Deal e rispetto dei governi nazionali) che rilasceranno stasera, al termine del loro incontro a palazzo Chigi. Ciò nonostante, sono destinati a fare strade diverse. Nei giorni scorsi Orbán è stato a Berlino dal cancelliere tedesco, il socialista Olaf Scholz. Dopodomani sarà a Parigi, dove lo attende Emmanuel Macron. È il tour delle capitali più importanti in vista della presidenza di turno della Ue, incarico che dal primo luglio toccherà all'ungherese, determinato a sfruttarlo per spostare a destra la barra dell'Unione (con tanto di slogan trumpiano: «Make Europe great again»). Lui e Meloni ne hanno discusso anche una settimana fa a Bruxelles, prima del vertice informale dei leader Ue. Il partito di Orbán, Fidesz, da mesi attendeva di aderire al gruppo Ecr, la famiglia europea dei Conservatori, guidata dalla presidente di Fdi. Non se ne farà nulla. I Conservatori chiedono ai loro affiliati una dichiarazione di sostegno alla causa ucraina e hanno appena fatto entrare il partito romeno Aur, che Fidesz accusa di essere anti-ungherese: per questi motivi Orbán andrà altrove. Il che non impedirà ai due di fare squadra già nella prossima partita, come è successo anche la scorsa settimana, quando hanno bloccato - insieme a dieci altri leader - il pacchetto di nomine che Scholz e Macron avevano concordato tra loro. Il prossimo match è fissato per giovedì 27 e venerdì 28 al Consiglio europeo, che stavolta si riunisce in modo formale, per decidere i nomi da piazzare nei “top jobs”: Ursula von der Leyen, candidata dal Ppe, al vertice della Commissione, e gli altri a cascata. Con i Socialistiche non escludono di indicare Enrico Letta, anziché il portoghese António Costa, per la guida del Consiglio Ue. Ieri sera nessuno, però, scommetteva un euro sulla chiusura dell'intesa. L'incognita maggiore riguarda sempre Scholz e Macron, i quali non vogliono aprire a nessun partito a destra del Ppe e hanno fretta di chiudere, perché le loro posizioni potrebbero essere molto più deboli all'indomani delle elezioni legislative francesi, i cui ballottaggi si svolgeranno il 7 luglio. Ma hanno un serio problema di numeri. Già dopo le elezioni europee la “maggioranza Ursula”, formata da Popolari, Socialisti e liberali di Renew Europe, che il francese e il tedesco vorrebbero confermare, si è indebolita. Il partito ceco “Ano 2011” se ne è andato da Renew Europe togliendo sette eurodeputati all'alleanza, che ora vale meno di 400 voti. E siccome ne serviranno almeno 361 per eleggere von der Leyen presidente, e un numero di franchi tiratori pari al 10% è considerato il “minimo fisiologico”, dovranno porre le condizioni affinché altri possano votarla. Antonio Tajani, segretario di Forza Italia e dirigente del Ppe, ieri ha ribadito che bisogna allargare «ai Conservatori e non ai Verdi», e che nel prossimo esecutivo Ue l'Italia dovrà avere «un commissario di peso che sia vicepresidente». La pensa così pure Meloni. Che per questo, a differenza di Orban, non esclude di far votare gli eletti di Fdi a favore della Commissione Ue: dipenderà da cosa ne verrà all'Italia. Lei e l'ungherese discuteranno anche di ciò che sta accadendo nella destra europea, dove sono previsti rimescolamenti. Giovedì i tedeschi di Alternative für Deutschland, espulsi da Identità e democrazia (la famiglia di Le Pen e Salvini), annunceranno la nascita di un nuovo gruppo, al quale dovranno aderire europarlamentari di almeno sette Stati Ue. Tra costoro potrebbero esserci i polacchi di Diritto e Giustizia, che ora sono alleati di Fdi nel gruppo Ecr. Non è detto che questo sia un male per Meloni e i suoi Conservatori, che oggi hanno la terza delegazione del parlamento europeo (83 deputati e si attendono nuovi arrivi). Tutt'altro. L'assenza di Orbán, infatti, toglie alibi a chi non vuole far entrare nella maggioranza i Conservatori, accusandoli di ospitare personaggi che simpatizzano con Vladimir Putin. E la nascita di un nuovo gruppo alla sua destra metterebbe Ecr in una posizione più centrale, utile nelle trattative. Senza nulla togliere alla possibilità, per Meloni, Orbán e altri leader di destra, di fare fronte comune, come è già successo. Se poi davvero la “coalizione Ursula” si aprisse ai Verdi, andando contromano rispetto alle scelte degli elettori, tutti i partiti di destra dell'europarlamento diventerebbero di fatto un unico blocco d'opposizione, indipendentemente dal numero e dai nomi dei loro gruppi.
