Fausto Carioti: trattative al Parlamento Ue, crepe nel muro anti-destra

Stanno saltando le 'linee rosse' che erano state disegnate dal Ppe, la prima famiglia del parlamento europeo (186 seggi su 720), per tenere una parte della destra fuori dalla coalizione che deciderà la linea della Ue. Le altre famiglie su cui poggiava la vecchia 'maggioranza Ursula', i Socialisti (nei quali il Pd ha la delegazione più grande) e i liberal di Renew Europe, hanno ribadito ieri le loro condizioni: nessun accordo con i conservatori di Giorgia Meloni (Ecr) e con i sovranisti di Identità e democrazia (Id), tra i quali ci sono Matteo Salvini e Marine Le Pen. Ma è una pretesa rivelatasi insostenibile già prima del voto europeo, quando in Olanda il partito liberale Vvd, che appartiene a Renew Europe, ha stretto un accordo di coalizione con il Pvv di Geert Wilders, alleato in Europa di Le Pen e Salvini. Il Ppe, che raggruppa partiti di area centrista e conservatrice e candida Ursula von der Leyen alla presidenza della commissione, aveva disegnato un proprio schema, che includeva Meloni e Fdi e lasciava fuori Le Pen e tutti i sovranisti. Questo progetto, però, è stato terremotato dall'annuncio fatto ieri dai Républicains francesi, membri del Ppe e pronti ad allearsi col Rassemblement National di Le Pen. Un'intesa in cui dovrebbe entrare pure il partito Reconquête, legato ai conservatori di Meloni. In altre parole, il laboratorio italiano che vede alleate le tre anime della destra (i moderati di Forza Italia, i conservatori di Fdi e i sovranisti della Lega) sta facendo scuola a Parigi, e se l'operazione riuscisse crollerebbe il muro costruito a Bruxelles per tenere le destre lontane dalla stanza dei bottoni. I numeri, peraltro, dicono che governare la Ue senza Meloni e i suoi sarebbe difficilissimo. La Commissione dovrà avere la fiducia della maggioranza del parlamento europeo, ossia 361 voti su 720. Ppe, Socialisti e Renew Europe ne contano 400, ma siccome lo scrutinio è segreto e i franchi tiratori sono sempre tanti, con ogni probabilità non basterebbero. A sinistra chiedono di allargare ai Verdi, che hanno 53 eletti: ma sono i grandi sconfitti di queste elezioni e i Popolari non hanno alcuna intenzione di dare potere al loro ambientalismo fondamentalista. Serviranno altri eurodeputati, insomma. Meloni è la leader dei conservatori, che hanno circa 80 seggi. Soprattutto è a capo del secondo partito nazionale più numeroso dell'emiciclo: prima di Fdi, coi suoi 25 eurodeputati, c'è solo il Rassemblement National, che ne ha 30. I 'fratelli d'Europa' potrebbero fare la differenza in molte votazioni. E non è finita qui, perché i conservatori puntano a rafforzarsi in aula prima che la partita per le nomine più importanti entri nel vivo. Come racconta Nicola Procaccini, eletto di Fdi e co-presidente del gruppo Ecr, "questo è il momento delle trattative, che riguardano i partiti fuori dai gruppi, ma anche quelli che sono iscritti ad altri gruppi e vogliono spostarsi. Molti chiedono di venire da noi". Le proiezioni vedono Ecr a un'incollatura da Renew Europe, che nella legislatura passata è stata la terza forza, dietro a Ppe e Socialisti. "Contiamo di crescere nelle prossime settimane. Diventare il terzo gruppo e distanziare Renew è assolutamente alla nostra portata". Anche per questo, Procaccini è convinto che la conventio ad excludendum nei confronti del suo gruppo non potrà funzionare. "Ci stanno provando, ma non ci riescono. Tutta la loro prosopopea si schianta sui numeri. La francese Valérie Hayer, capogruppo di Renew, ha chiesto di stendere un “cordone sanitario” attorno a noi di Ecr, paragonandoci a dei malati. Questo dimostra tutta la loro ignoranza in materia di democrazia. Non c'è da stupirsi se gli elettori hanno punito il partito di Macron". La palla è quindi nel campo del Ppe. Perla guida della Commissione i popolari tireranno dritti sul nome di von der Leyen, che nell'ultimo anno e mezzo ha stretto un buon rapporto con Meloni. Ci sono tutti i presupposti affinché all'Italia vada un commissario Ue di primo livello, magari con competenze in materia di politica economica, e a indicarlo sarebbe ovviamente il governo di Roma. In tal caso, è scontato che gli eletti di Fdi votino la fiducia alla Commissione. Se poi non faranno parte della coalizione che deciderà la linea politica europea, avranno le mani libere per votare di volta in volta i provvedimenti che condivideranno: l'eurocamera è il regno delle maggioranze variabili. Von der Leyen, peraltro, è solo una delle opzioni su cui può contare la premier italiana. La presidente uscente non è affatto fuori dai giochi, ma dovrà comunque faticare. Ieri si è saputo che il presidente del Consiglio europeo, il belga Charles Michel, della famiglia di Renew Europe, non l'ha invitata alla cena dei leader dei Paesi Ue in programma lunedì a Bruxelles. Si parlerà della scelta del prossimo presidente della Commissione, e Michel è convinto che senza von der Leyen la discussione sarebbe più libera. La diretta interessata, che abitualmente partecipa a quelle riunioni, non ha apprezzato.
