Mario Sechi: i russi avanzano, Kiev può perdere e Putin (non) vincere

Fino a qualche settimana fa sulla guerra in Ucraina c'era un solo punto ben chiaro a tutti: nessuno può vincere la guerra. Il problema è che oggi l'Ucraina può perderla, anche se la Russia non può vincerla. Sembra un calembour, un gioco di paradossi, ma la natura della guerra è più complessa di quanto appaia nei talk show. Partiamo dalle basi: qual è lo scopo della guerra? La distruzione dell'avversario, fino a piegarne la volontà (Carl von Clausewitz). Dopo oltre due annidi conflitto (oggi siamo arrivati a 808 giorni), abbiamo per la prima volta uno scenario in cui la Russia non può essere distrutta e l'Ucraina può perdere il suo esercito e la sovranità territoriale. Questa condizione asimmetrica è innescata dalla debolezza di Kiev e dalla presenza dell'arma nucleare russa. I russi conducono una guerra convenzionale con l'ombrello della bomba atomica, mentre gli ucraini hanno uno spazio di offesa e difesa che dipende dalle forniture di armi degli Stati Uniti e dell'Europa e dalla limitata capacità di rimpiazzare i soldati caduti sul fronte. Sembra una sfida impari, ma i numeri in guerra non sono tutto, come dimostrato dai fallimenti di Mosca all'inizio del conflitto. Tuttavia gli Stati Uniti e la Nato hanno perso tempo e questo è un fattore che ora pesa tantissimo. La Russia da molte settimane guadagna terreno, ieri ha lanciato un'offensiva a Kharkiv e le mappe mostrano giorno dopo giorno tutte le difficoltà dell'esercito ucraino. Kiev sta consumando armi, proiettili e uomini, mentre Mosca approfitta dei ritardi nella fornitura di materiale bellico, bombarda le centrali energetiche, punta a aumentare il suo vantaggio entro l'estate e si prepara a giocare la partita sperando nella durezza del generale inverno. Tutto questo accade mentre l'Europa e gli Stati Uniti sono in pieno ciclo elettorale e in vista di un “regime change” a Bruxelles e a Washington. Le elezioni europee di giugno e il voto presidenziale in America di novembre lampeggiano sul radar del Cremlino. I russi hanno accelerato l'offensiva approfittando dei ritardi nell'invio delle armi all'Ucraina, puntano dritti sull'intervallo tra la spedizione, l'addestramento e il dispiegamento del nuovo arsenale, con l'obiettivo di mettere a segno una serie di vittorie, fiaccare il morale delle truppe ucraine e diffondere smarrimento tra gli elettori europei e americani. Putin ha imparato dai suoi grandi errori all'inizio dell'invasione, mentre l'Occidente oggi appare indeciso a tutto: non è pronto per un negoziato (neppure Mosca e Kiev lo sono), non è determinato a respingere l'assalto della Russia. Abbandonare l'Ucraina non si può (neppure i repubblicani trumpiani possono permetterselo), ma nessuno sa come impedire a Putin di apparire (parola che in guerra è quasi tutto) vincitore di un conflitto che non può perdere. Fare bene la guerra è il punto da cui si parte, il problema è che per rovesciare la dinamica oggi sfavorevole sul fronte ucraino serve una strategia sul campo di battaglia più efficace di quella che si è vista. Emmanuel Macron nel suo tragico flip flop di soluzioni (da mandiamo i soldati della Nato a è ora di negoziare) ha tuttavia individuato il problema: lo spettro di un collasso dell'esercito ucraino. A quel punto, la cavalleria corazzata e la fanteria dei russi potrebbe davvero arrivare fino a Kiev. Si è detto tante volte che «è giunta la fase decisiva», ma lo scenario più probabile (per ora) è quello di un avanzamento dei russi che fortificheranno le posizioni conquistate. Chilometro dopo chilometro, il territorio ucraino si restringe. Che fare? Grande dilemma, quando vedremo arrivare i cartografi, quello sarà il momento del negoziato. La guerra è una questione prima di tutto di confini che si allargano e si restringono. Ma i cartografi sono agli ordini dei politici, dunque gli alleati devono chiarire prima di tutto con il presidente Zelensky che cosa è la vittoria e che cosa è la sconfitta per l'Ucraina. Cosa che da sola non basta a mettere in piedi una tregua (per la pace occorreranno decenni), perché bisogna anche arrivare a capire che cosa sono la vittoria e la sconfitta per la Russia. Leggere il risiko dell'Ucraina tuttavia non è sufficiente e immaginare le guerre in corso (Ucraina, Gaza, Mar Rosso) come singoli episodi è sbagliato. Perché la Russia è un impero che gioca da secoli sulla grande scacchiera e lo fa insieme ad altre potenze, prima di tutto l'Iran. Mosca e Teheran sono alleati dal 2015, quando Putin decise di appoggiare le truppe iraniane (guidate dal generale Qassem Soleimani, poi eliminato dai missili hellfire americani a Baghdad il 3 gennaio del 2020) schierate in Siria per tenere Bashar al Assad al potere e assicurarsi le basi per le navi (a Tartus) e i cacciabombardieri (a Latakia). La cooperazione tra iraniani e russi in quasi vent'anni si è rafforzata, oggi i droni di Teheran volano sui cieli ucraini (e vengono costruiti nella Repubblica del Tatarstan), gli iraniani hanno imparato molto dai russi, la combinazione di droni, missili da crociera e missili balistici che l'Iran ha utilizzato contro Israele qualche settimana fa è speculare a quella che i russi usano per penetrare le difese anti-aeree degli Stati Uniti e della Nato in Ucraina. Il cerchio si chiude. Resta aperto il rebus: come fermare Putin? Non con la strategia di Joe Biden. Il presidente americano ha un solo schema e lo replica anche con Israele: fa una guerra a distanza selezionando le armi utilizzate, ma questo non chiude e limita la guerra, la estende e prolunga, come sta accadendo in Ucraina. L'aggredito non ha i mezzi per battere l'aggressore che a quel punto gioca sul fattore tempo per logorare meglio l'avversario in attesa di sferrare uno o più colpi decisivi. David Frum ha riassunto perfettamente questo gioco: «Dare agli ucraini/israeliani abbastanza per non perdere, ma non abbastanza per vincere». E così torniamo alla dottrina del generale prussiano Von Clausewitz, ai concetti fondamentali della guerra: l'Ucraina non potrà battere la Russia, Israele rischia di non poter sconfiggere Hamas e i gruppi jihadisti, mentre l'opzione della vittoria sarà nelle mani di chi potrà decidere di condurre una guerra senza limiti.
