Sandro Iacometti: Xi Jinping, incontro con Macr9on per lanciare l'assalto all'economia europea

Diplomazia e affari. Sono questi i due motivi che hanno spinto Xi Jinping dopo cinque anni a mettere di nuovo piede in Europa. In uno scenario internazionale scosso da due guerre, fortissime tensioni geopolitiche e difficili rapporti economici tra Oriente e Occidente, nulla è stato lasciato al caso. A partire dalla scelta dei tre Paesi in cui il presidente cinese ha deciso di fare tappa: Francia, Serbia e Ungheria. Tutte e tre le nazioni, spiega il New York Times, che per un motivo o per un altro «guardano con sospetto all'ordinamento mondiale Usa del dopoguerra». Ma anche il tempismo è studiato. A poche settimane da una elezione europea che potrebbe spostare l'asse di Bruxelles verso una maggiore diffidenza nei confronti del Dragone, già nel mirino per la concorrenza sleale sul terreno dell'automotive e i rischi legati al quasi monopolio delle terre rare che servono per costruire le auto elettriche. Xi è sbarcato a Parigi ieri pomeriggio accompagnato dalla moglie Peng Liyuan, dal ministro degli Esteri Wang Yi e da alti funzionari del Partito Comunista Cinese (PCC) e del Ministero degli Esteri. Ad accoglierlo all'aeroporto di Orly, sotto una pioggia battente, è stato il primo ministro francese Gabriel Attal. Il piatto forte della trasferta arriverà oggi, quando il presidente incontrerà Emmanuel Macron e la presidente uscente della Commissione europea, Ursula von der Leyen. In Serbia e Ungheria, invece, incontrerà rispettivamente il presidente serbo, Aleksandar Vucic, e il primo ministro magiaro, Viktor Orban, per parlare di investimenti e infrastrutture. In un articolo uscito su Le Figaro in occasione della visita, Xi Jinping ha scrittto che intende «lavorare con la Francia e l'intera comunità internazionale» per «risolvere la crisi» in Ucraina. Non una parola, ovviamente, con i rapporti con Valdimir Putin, ma tanta apprensione perla situazione e una scontata smentita sul ruolo giocato da Pechino: «Comprendiamo lo sconvolgimento che la crisi ucraina sta causando agli europei. La Cina non ha causato questa crisi, né ne è parte o partecipante. Ma abbiamo sempre svolto un ruolo costruttivo nel promuovere una soluzione pacifica». La Francia, che quest'anno festeggia sessant'anni di relazioni diplomatiche con Pechino e l'Eliseo, dal canto suo ha fatto sapere che «essendo la Cina uno dei principali partner della Russia», Macron vuole «esortarla a sfruttare l'influenza che ha su Mosca per modificare i calcoli della Russia e contribuire a una soluzione del conflitto». Posizioni già espresse dal presidente francese nella sua visita a Pechino dello scorso anno. Con risultati non proprio incoraggianti, seppure neanche inesistenti: alcuni giorni dopo l'incontro con Macron Xi aveva chiamato perla prima volta dall'inizio del conflitto il presidente ucraino, Volodymyr Zelensky. Si tratta, a questo punto, di capire se il capo dell'Eliseo questa volta, dopo essere diventato la punta di diamante del fronte europeo anti-putinista, minacciando anche di inviare le sue truppe a difesa dell'Ucraina, e in una fase delicata della campagna elettorale, deciderà di forzare la mano. E, soprattutto, cosa potrebbe concedere in cambio. L'analisi del New York Times unisce con un filo rosso le tre tappe del viaggio di Xi. Ma è chiaro che un conto sono la Serbia e l'Ungheria, paesi marginali nelle decisioni europee, più o meno apertamente vicini alla Russia e non ostili alla Cina (il colosso dell'auto elettrica Byd ha scelto l'Unghieria per costruire la sua prima fabbrica nella Ue), un'altra è la Francia, unico Paese Ue dotato di bomba atomica e di uno straccio di esercito, da sempre non tifoso della Nato, che vuole dichiarare guerra da solo a Putin e che incide pesantemente nelle scelte di Bruxelles, comprese quelle contro i sussidi cinesi alle imprese dell'auto, delle ferrovie e delle rinnovabili che hanno fatto storcere il naso a Xi. «È stato con la Francia, tra tutti i paesi occidentali, che la Cina ha stabilito il primo partenariato strategico globale e il primo dialogo strategico istituzionalizzato, ha avviato la prima cooperazione nei settori dell'aeronautica, dell'energia nucleare civile e dei mercati terzi e ha intrapreso iniziative di creazione reciproca di opportunità culturali. Tutto questo ha svolto un ruolo guida nella reciproca ispirazione tra le civiltà del mondo», ha scritto il presidente cinese sul quotidiano francese, lasciando intendere che Pechino potrebbe aiutare Parigi a primeggiare, anche con collaborazioni commerciali e tecnologiche se Macron rispolvererà l'anti-atlantismo della Francia e si farà portavoce a Bruxelles di una linea meno ostile all'invasione economica asiatica. La trama è intricata e di difficile interpretazione. Ma in gioco c'è il futuro della Ue, la cui forza e autonomia, sia in termini politici sia economici, dipenderà propria dalla sua capacità di schierarsi senza esitazioni con l'Occidente, di cui, piaccia o no, gli Usa sono la principale potenza. La speranza è che piuttosto che tendere mani per tornaconti personali, Macron, ma anche von der Leyen, abbia la forza di far capire a Xi che la scelta di campo non è in discussione e che la Ue non si inchinerà davanti al Dragone.
