Bolloli: premierato e autonomia, i vescovi fanno politica

Non saremo noi qui a dire se la Chiesa si allontana dalla sua missione quando decide di esprimersi su argomenti di attualità politica, anche perché lo prevede il Concilio Vaticano II e le situazioni in cui i vescovi hanno esercitato il diritto a esternare la propria dottrina sociale sono ormai all'ordine del giorno. Registriamo, però, un fatto: l'assemblea generale della Cei che si è appena riunita a Roma ha segnato una presa di posizione chiara e non imparziale in merito alle riforme cardine del governo Meloni. Su premierato e autonomia differenziata, i vescovi la pensano come il Partito democratico (prima che alcuni amministratori del Pd cambiassero idea sull'autonomia, ça va sans dire). Basta sentire le parole pronunciate ieri dal cardinale Matteo Zuppi, arrivate a poco più di due settimane dal voto per le Europee, quindi in piena campagna elettorale. Sull'autonomia differenziata il presidente della Cei ha dichiarato che è un tema che preoccupa non solo i vescovi del Sud, ma di tutta Italia. «Alcuni progetti legislativi rischiano di accrescere il divario tra territori oltre che contraddire i principi costituzionali. È in gioco il bene comune», ha spiegato, «che può e deve essere promosso sostenendo la partecipazione e la democrazia». In verità, l'arcivescovo metropolita di Bologna non si è espresso in modo diretto sul tema perché oggi sarà diffuso un documento finale proprio sull'autonomia redatto dagli oltre duecento vescovi (la maggior parte del Sud) riuniti nella 79esima assemblea della Conferenza episcopale. Un documento, c'è da scommettere, che non sarà tenero con il progetto di riforma cavallo di battaglia della Lega, anche se non è ancora concluso il cammino intrapreso dalla commissione presieduta da Sabino Cassese che deve stabilire i Lep, i livelli essenziali delle prestazioni, che impedirebbero qualsiasi disuguglianza. Allora perché dalla Conferenza episcopale è arrivato un no preventivo? Se lo chiede Roberto Calderoli, il ministro per gli Affari Regionali e le Autonomie, dicendosi «dispiaciuto e stupito perché non c'è stata occasione di dialogare con la Cei, nonostante fossero già state avviate delle interlocuzioni e avessimo dato la nostra ampia disponibilità ad un confronto nel merito e sui contenuti». Per il senatore del Carroccio «da tutti ci si poteva aspettare un pregiudizio politico e ci spiace che l'abbia assunto la Cei, peraltro a pochi giorni dal voto». Bocciato dai vescovi anche il premierato, “la madre di tutte le riforme” secondo la premier Giorgia Meloni. Qui l'aiutino “benedetto” al centrosinistra appare più netto e convinto. «Gli equilibri istituzionali vanno toccati sempre con molta attenzione», ha infatti esordito il cardinale Zuppi, che ha citato «lo spirito della Costituzione scritta da forze politiche non omogenee che però avevano di mira il bene comune». Sembra di sentire le parole di chi in Senato, proprio l'altro giorno, dai banchi dell'opposizione si è alzato sventolando la nostra Carta e facendo ostruzionismo con tremila emendamenti al testo di riforma. Dunque, per Zuppi l'auspicio è che ciò che emergerà non sia qualcosa di contingente, cioè che non sia di parte. «Comunque è un discorso ancora aperto, vediamo come va la discussione», ha osservato il numero uno della Cei, ricordando che due anni fa il Consiglio episcopale permanente «ha indicato la legge elettorale come uno dei primi banchi di prova». Sulle candidature dei leader alle Europee, il porporato non fa sconti a nessuno mostrandosi «perplesso» perché «si tratta di personalismi» che non risolvono ma aggravano i problemi. «Capisco che c'è un punto interessante di chi dice che dietro questa operazione ci sia un imbroglio e dall'altra» che chi lo fa «è per dire “garantisco io”. Ma «non è pensabile una cura comune per delega, altrimenti qualcuno decide per sé e si mina tutto l'organismo». L'arcivescovo presbitero di Sant'Egidio, che ad aprile è andato in piazza con la Cgil ignorando il dissenso della Cisl, riscontra «le difficoltà che hanno i partiti ad essere un noi» e ribadisce l'appello antiastensionismo: «Auspico che ci siano tanti che si sentano europei scegliendo per un futuro maggiore e non minore». Sull'immigrazione il capo della Cei ha citato gli 80 milioni stanziati per lo sviluppo dei popoli dai fondi 8xmille. «Servono per permettere a chi vuole di restare a casa. Mi colpisce che c'è ancora chi metta in dubbio il fatto si salvare la vita. Se la pietà è morta siamo messi davvero molto male. Ma poi devi anche creare un sistema capace di accogliere». Povertà, corruzione perdurante e rischi di infiltrazioni mafiose sono «fenomeni da combattere oltre che con la repressione, con la promozione del senso civico». Al di là dei temi da campagna elettorale, la 79esima assemblea dei vescovi registra la nomina, per la prima volta, di una donna, la psicoterapeuta Chiara Griffini, come presidente del Servizio nazionale per la tutela dei minori. Una scelta che si è potuta compiere cambiando lo statuto dell'Ufficio Cei che prevedeva al suo vertice un vescovo. Griffini infatti subentra a monsignor Lorenzo Ghizzoni. «Una scelta forte», ha commentato Zuppi, «si tratta di una professionista seria che non è “telecomandata” ed è esperta nell'ascolto delle vittime».
