Fausto Carioti: sono in gioco scuole e soldi? Zuppi e la Cei rispolverano il ramo d'ulivo

Ogni rosario ha i suoi misteri, ma quelli del cardinale Matteo Maria Zuppi, arcivescovo di Bologna e presidente della Cei, sono meno imperscrutabili di altri. Ieri il capo dei vescovi è intervenuto ad un convegno sull'istruzione organizzato dai superiori degli ordini e delle congregazioni. Tema al quale la Chiesa è sensibilissima: le scuole cattoliche in Italia, che sono 7.800 (il 63% delle paritarie) e forniscono a tutti gli effetti un servizio pubblico garantendo l'istruzione a mezzo milione di bambini e ragazzi, senza il sostegno dello Stato chiuderebbero da un giorno all'altro. Il governo Meloni non si è certo mostrato insensibile al loro grido di dolore: i contributi che erano già previsti sono stati aumentati e lo scorso anno, tra stanziamenti strutturali e bonifici una tantum, il totale concesso alle paritarie è arrivato alla cifra record di 676 milioni di euro. Ai quali bisogna aggiungere la generosità dei concorsi e dei criteri adottati dal governo per l'assunzione di 6.400 insegnanti di religione nella scuola pubblica. Il contesto aiuta a capire ciò che è accaduto ieri, dopo mesi nei quali i vescovi italiani (non tutti, ma una parte consistente, di certo quella più presente sulla scena) hanno scelto il governo come unico bersaglio. Iniziando dalla stessa Conferenza episcopale nella sua collegialità, che ha accusato l'autonomia differenziata di «minare le basi di quel vincolo di solidarietà tra le diverse Regioni, che è presidio al principio di unità della Repubblica». E poi Francesco Savino, vescovo di Cassano allo Ionio e vice di Zuppi nella Cei, che ha bollato il progetto della Lega e del governo come «un pericolo mortale» e invitato i credenti a passare all'azione, perché «è l'ora di non fare silenzio, è l'ora di osare». L'arcivescovo Giovanni Ricchiuti che ha denunciato il «vero attentato alla solidarietà e all'unità del Paese», e ancora i sacerdoti che durante la messa hanno invitato i credenti a firmare (in chiesa) per il referendum contro l'autonomia e i vescovi che per giorni hanno finto di non saperne nulla. E prima ancora le critiche di Zuppi all'accordo tra Italia e Albania perla gestione di qualche migliaio di immigrati («Non si capisce perché non venga sistemata meglio l'accoglienza qui») e alla riforma costituzionale per l'elezione diretta del premier («gli equilibri istituzionali vanno toccati con molta attenzione»). Insomma, dopo aver occupato per mesi il palcoscenico incolpando il governo di voler spaccare il Paese, ridurre alla fame il Sud e demolire le garanzie costituzionali, e aver invitato i fedeli alla ribellione (pacifica, ci mancherebbe), prendendosi applausi a scroscio da Maurizio Landini e gli altri frequentatori del campo largo, i vescovi italiani, tramite il loro capo Zuppi, ieri a quel convegno hanno detto che basta, è ora di finirla: «Restare in trincea, continuando a fare gli Orazi e i Curiazi per qualche punto in più di visibilità, non è fare un buon servizio al Paese». Se le parole hanno un senso (e il presidente della Cei non è abituato a buttarle lì a caso), i toni così poco curiali che ci hanno accompagnato in questi mesi dovremmo non sentirli più. Una buona notizia, dunque. Resta da capire il perché: come mai proprio ora? Una parte della risposta la dà lo stesso Zuppi nel resto del suo discorso. Dice che un (nuovo) intervento di sostegno alla scuola paritaria sarebbe «non auspicabile», ma «proprio decisivo», poiché essa «svolge un ruolo pubblico e dà un contributo decisivo all'istruzione nel nostro Paese». La scuola cattolica in particolare, argomenta il cardinale, «non è un privilegio», anche perché gli istituti d'ispirazione cristiana «sono nati per i più poveri e puntano all'integrazione, ad esempio degli alunni con disabilità». Per questo, chiosa, «se sulla scuola paritaria c'è un'alleanza, ci aiutiamo tutti». Parole nelle quali c'è tanta verità. Ma l'abbinata tra il basta con le «trincee» e la richiesta al governo di un aiuto economico alle scuole cattoliche, «decisivo» perché senza di esso queste chiudono, è molto eloquente. E conferma che lo sterco del Diavolo non abbandona per un'istante i pensieri dei vescovi italiani, costretti a vedersela pure con l'inarrestabile discesa della quota dell'Otto per mille destinata alla Chiesa cattolica, su cui è in atto da tempo un'altra partita col governo (in questo caso ben nascosta, però, giocata lontano dai riflettori). Difficile anche non notare che l'appello ad abbassare i toni sia arrivato nel giorno in cui gli amministratori progressisti dell'Emilia-Romagna, tanto cari a Zuppi, sono sul banco degli accusati per l'incapacità dimostrata nel proteggere il loro territorio dalle prevedibili inondazioni. Ce ne sono state di occasioni in cui i ruoli erano ribaltati e gli schiaffi volavano solo per i ministri e gli esponenti del centrodestra, ma i vescovi non stavano tra chi porgeva il ramoscello d'ulivo. Ora si sono ricordati di quel passaggio dell'Ecclesiaste: c'è «un tempo per stracciare e un tempo per cucire, un tempo per la guerra e un tempo per la pace».
