Fausto Carioti: la Cei boccia l'Autonomia ma l'obiettivo sono i soldi

Follow the money, seguire il percorso dei soldi. Vale anche perla Conferenza episcopale presieduta da Matteo Maria Zuppi. Il doppio attacco al governo in piena campagna elettorale (prima sul premierato, poi, più duro, sull'autonomia differenziata) arriva dopo che sono stati resi noti i nuovi dati sulla ripartizione dell'otto per mille, una “torta” da 1,4 miliardi di euro: nel 2024, per la prima volta, l'assegno in favore della Chiesa cattolica è sceso sotto al miliardo. Soprattutto, l'offensiva della Cei è partita mentre il consiglio dei ministri annunciava che la quota dell'otto per mille a gestione statale potrà essere conferita anche a interventi per il «recupero dalle tossicodipendenze e dalle altre dipendenze patologiche», già a partire dalla dichiarazione dei redditi per l'anno d'imposta 2023. Non sono coincidenze, il sovrapporsi di questi eventi non è casuale. La vicenda è deflagrata negli ultimi giorni, ma inizia nel 2019. Quando il governo di Giuseppe Conte introdusse la possibilità di specificare, sul modulo della dichiarazione Irpef, il modo in cui lo Stato deve usare la quota dell'otto per mille. Le opzioni oggi sono cinque: fame nel mondo, calamità, assistenza ai rifugiati, beni culturali, edilizia scolastica (la più gettonata). L'abbandono delle scelte in favore della Chiesa cattolica era iniziato da tempo, ma questa piccola riforma, che dà ai contribuenti il potere di decidere direttamente l'uso dei soldi anziché lasciare che si perdano nei meandri della contabilità pubblica, ha accelerato il processo, rendendo la firma sulla casella dello Stato molto più appetibile. Per l'anno d'imposta 2010, le opere pie della Cei avevano attratto l'82,2% dei contribuenti che avevano messo la firma sullo spazio dell'otto per mille (la maggioranza si astiene); nove anni dopo la quota era crollata al 71,7% e da allora si è ridotta ulteriormente, toccando il 69,5%. Tutto a guadagno dello Stato, che aveva il 13,3% delle firme nel 2010 ed è salito al 24,6%. Così, giovedì la Cei ha annunciato che la somma erogata dal ministero delle Finanze nel 2024 ha raggiunto il minimo storico: 910 milioni di euro, contro il miliardo e poco più dell'anno precedente. IL COLLOQUIO DI FEBBRAIO Lo scorso agosto, quando il governo- a sigillo del rapporto costruito con le comunità di recupero - ha annunciato l'intenzione di aggiungere una sesta opzione all'otto per mille statale, quella per la lotta alle dipendenze patologiche, alla Cei si è acceso l'allarme rosso. Nell'incontro del 13 febbraio nell'ambasciata italiana presso la Santa Sede, in occasione dell'anniversario dei Patti Lateranensi, Zuppi, in un'ora di colloquio con la delegazione guidata da Giorgia Meloni, ha dedicato quaranta minuti alla concorrenza che lo Stato fa alla Chiesa con quei riquadri sulla dichiarazione dei redditi, che consentono al contribuente di scegliere la de stinazione dei soldi. In quell'occasione il presidente della Cei non ha fatto alcun accenno ai presunti peri coli dell'autonomia differenziata e del premierato, e ha avuto solo parole di elogio per l'operato della premier. Non parlava della difesa dei «valori non negoziabili», si riferiva a cose molto più tangibili. Come i contributi statali alle scuole paritarie, mai stati così alti. L'accoglimento della richiesta della Cei di ridurre il contributo forfettario per il servizio sa nitario che devono pagare i religiosi e i seminaristi extracomunitari (per decisione della Ue l'immigrato normale versa 2.000 euro, a loro ne bastano 700). La mancata riscossione dell'Ici non versata dalla Chiesa tra il 2006 e il 2011, cui si aggiunge il nodo degli immobili che conventi e seminari hanno destinato a bed & breakfast. Anche per questo, l'insistenza di Zuppi sull'otto per mille ha spiazzato la delegazione del governo. Né a Conte, che aveva introdotto la novità, né a Mario Draghi, che l'aveva confermata, era mai stato fatto un discorso simile. La premier e i suoi hanno risposto senza impegnarsi, spiegando che la questione, semmai, sarebbe stata esaminata a fine anno, durante la stesura della prossima legge di bilancio. Ma è chiaro che la decisione di introdurre un'altra opzione di scelta per chi gira l'otto per mille allo Stato, ufficializzata venerdì dal consiglio dei ministri, è stata interpretata dalla Cei come un gesto ostile. Così quell'autonomia differenziata per la quale Zuppi, nell'incontro bilaterale, non aveva speso una parola, diventa adesso, a due settimane dal voto, la questione più importante. La Conferenza episcopale diffonde una nota in cui accusa il progetto di «minare le basi di quel vincolo di solidarietà tra le diverse Regioni che è presidio al principio di unità della Repubblica». Il quotidiano Avvenire titola sulla «solidarietà a rischio» e il segretario della Cgil, Maurizio Landini, può dire che «il documento della Cei nel quale si sostiene che l'autonomia differenziata va respinta ci dà ancora più forza». Tutto lecito, incluso lo schierarsi dei vescovi in un momento politicamente così importante. Purché si sappia dove nasce tutto questo.
